The Tilley Solar project is a 23.6-megawatt photovoltaic facility under construction near Tilley in Newell, Alberta, on Treaty 7 territory. Developed through a joint venture between Alexander First Nation’s business arm (Alexander Business Centre), First Nation Power Development Inc., and Concord Green Energy, the project encompasses 69,450 fixed-tilt solar panels connected to the Alberta electricity grid. Financed in part by a C$33 million investment from the Canada Infrastructure Bank under its Indigenous Community Infrastructure Initiative, the C$52 million installation is designed to reduce greenhouse-gas emissions by approximately 14,200 tonnes annually and generate more than 150 full-time construction-phase jobs for local residents.

The project structure ensures meaningful First Nation ownership—Alexander First Nation holds a 50 percent equity stake—and FNpower provided two years of workforce training in solar-farm construction and operations for community members. By embedding Indigenous leadership and long-term revenue streams into the facility’s governance, Tilley Solar advances economic reconciliation and establishes a replicable model for future clean-energy partnerships across Canada. Its scale and financing framework highlight a path for balancing environmental objectives with sustained socio-economic benefits in Indigenous communities.
