To research the city’s nautical tourism scene, WhereNext interviewed more than 30 people associated with the industry, including boat captains, hotel owners, Coast Guard officers, and Bodeguita dock managers.

Kraliczek and Restrepo discovered that more than 2,400 boats have licenses in Cartagena that enable them to carry passengers. But only 180 boats have registered to use the Bodeguita dock, where they pay taxes to the city and fees to the national park that manages the nearby islands.

“Cartagena’s nautical tourism sector has been growing in a very disorderly way,” Restrepo said. “Our client needed to understand how that great degree of informality was affecting nautical tourism.”
